Montgomery County operates one of the most expansive local governments in the United States — and funds dozens of programs that go well beyond typical county functions. With a $7.6 billion FY2026 budget, the county runs the nation's only combined wholesale-retail alcohol monopoly, a fare-free bus system, a green bank, a guaranteed income pilot, government-run business incubators, a racial equity office with binding mandates, and a food systems office whose budget grew 1,180% in a single year. The OIG identified $18.1 million in questioned costs in FY2025 alone.
